Do I need a chain whip to remove the track sprocket?

No — track sprockets use a standard right-hand thread that tightens with forward pedalling. They can usually be removed by hand or with a strap wrench. A chain whip is used for freewheel removal, not fixed-gear sprockets.

What chainring should I pair this with?

Any 1/8" track chainring of appropriate tooth count. Shimano Dura-Ace Track chainrings are the natural pairing for a complete Dura-Ace build, but any quality 1/8" track chainring is compatible.
